Static notch filter
A static notch filter removes a fixed, known interference frequency (e.g. a frame resonance) that doesn't move with throttle.
Unlike the dynamic notch it sits on a fixed frequency — useful for a stubborn resonance that always sits in the same place. PIDoctor shows in the FFT whether a fixed resonance is present and whether a notch there would help.
